The tools shop contains multiple tiers of axes, pickaxes and shovels, and these 3 tools share the tier as well.

To craft these tools, you must take a cobblestone block, rename it to Tools Shop using an anvil, and put the renamed block in the first slot of your hotbar, and the villager spawn egg to buy the tools will appear.
